Any country can file a motion. However with America's military might probably won't go anywhere. Secondly Trump didn't just kidnap Maduro he's taking Venezuela as in going to run it. So how can we now tell Putin not to take part of Ukraine? Now he's renewing the threats against Greenland. He has no respect for international law. Now maybe an issue for the ICC? Will other countries turn against us? Not going to go well imo.
